On the tv shows like judge judy,judge alex,etc. Does the tv show pay the fine for the loser or do they pay it?

There is a set amount of money at the beginning (approx. $5000) If the defendant loses the case (say $3000) The litigant receives that and half the remainder. The defendant will receive $1000 and the litigant $4000. This is what is written in the scroll at the end of the show but it goes by too quickly to read.
