Dogs turns Cannibalism?

As a dog lover, I noticed an article in the newspaper claiming that stray dogs of around 300 were rounded up and let loose on an inhabited island somewhere in Malaysia last month. The news claimed that due to hunger these dogs became cannibals and prey on each other. I was saddened and troubled by this news and I am very sure that there are many good and kind dog lovers there too. Any suggestions as to how to help these poor dogs or to prevention such events in future?
