Natural Gas Heater?

I am replacing an old heater and bought a vent-less wall heater rated for natural gas (I have natural gas service). There is a regulator on the old one...does the new one need a regulator? I would think the gas meter IS a regulator and the old heater was a converted propane heater, but I don't know.
